This bill aims to improve air quality in the East Boston section of the city, which is impacted by the General Edward Lawrence Logan International Airport (Logan Airport). The key provisions include: 1. The Massachusetts Port Authority (the Authority) must prepare and publish a strategy report containing policies to assess and manage current and future air and noise levels in East Boston. This includes setting standards and objectives for air quality and noise levels, and measures to achieve those objectives. 2. The Authority must regularly review air and noise quality in the East Boston area, identify any areas not meeting standards, and designate those as air quality or noise management areas. The Authority must then develop and implement action plans to remediate these areas. 3. If the Authority fails to fulfill its duties, the Department of Environmental Protection can issue orders directing the Authority to take specific actions, including conducting additional reviews and developing action plans. 4. The Authority, in coordination with the Department of Public Health, must regularly conduct environmental risk assessments on the health impacts of Logan Airport on East Boston and Winthrop, including air quality monitoring, modeling, exposure analysis, and health surveys. The Authority must report these findings and recommended response actions to the state legislature every 10 years. 5. The Department of Environmental Protection must monitor and report on ultrafine particulate matter in addition to other particulate matter at its air monitoring stations.
