This bill establishes a rental arbitrator within the office of the Attorney General to receive, review, and assist in resolving complaints from tenants and landlords, including disputes over rent increases. The bill limits rent increases for existing tenants to 5% plus the most recent Chained Consumer Price Index for All Urban Consumers (C-CPI-U), or 10%, whichever is lower, with exceptions for certain investments or changes. Landlords signing leases with new tenants are not subject to these restrictions, but cannot deny lease renewals to avoid them. The rental arbitrator can review the rental market annually and adjust the rent increase limits as needed. The bill also requires the rental arbitrator to provide an annual report on their activities.
