This bill seeks to expand access to the fossil fuel-free demonstration project by amending Section 84 of Chapter 179 of the Acts of 2022. The key provisions are: 1) The Department of Energy Resources shall accept any city or town that has received local approval into the demonstration program, provided that the city or town has either met the 10% housing affordability threshold or has approved a zoning ordinance that allows for at least one district of reasonable size where multi-family housing is permitted as of right, with the housing being suitable for families with children. 2) A city or town that met the 10% affordability threshold as of December 21, 2020, is deemed to have satisfied the requirements.
