This bill authorizes municipalities in Massachusetts to impose a methane emissions surcharge on natural gas usage and to establish an Emissions Reduction Fund to finance programs and activities that promote emissions reductions. The bill allows municipalities to offer financing options for alternatives to the gas company's distribution of natural gas, such as heat pumps, electric appliances, and renewable energy storage and generation equipment. The bill also provides exemptions from the surcharge for low-income residential customers and allows the municipality to wholly or partially exempt other customers or reimburse residents for surcharges paid by their condominium association or landlord.
