This bill requires public utilities and private contractors to patch and seal roadways, as well as redraw any disturbed road markings (such as crosswalks, bike lanes, and passing lanes), within 30 days of breaking ground or disturbing the lines, weather permitting. If these requirements are not met, the local town or city public works commissioner will issue a notice, and the delinquent utility or private entity will be assessed a penalty of $100 for the first month of noncompliance and at least $100 for each subsequent week until the work is completed.
