This bill establishes two intensive stabilization and treatment units within the Department of Mental Health, one for men and one for women, to provide comprehensive evaluation, stabilization, and psychiatric treatment for patients who exhibit persistently aggressive or self-destructive behavior or exhibit atypically, intensively violent behavior. These units will have specialized staff, including registered nurses, clinical social workers, mental health workers, psychiatrists, clinical psychologists, and rehabilitation specialists, who have undergone specialized training to work effectively with this patient population. The units will be secured and physically separate from other units, and will focus on violence assessments, behavioral management consultation, interpersonal conflict resolution strategies, critical incident debriefings, and transfer evaluations, with the goal of stabilizing the patient's behavior and developing a plan for their safe and timely transfer out of the intensive unit.
