This bill establishes an at-home test reporting system in the Commonwealth. The Department of Public Health, in collaboration with the Executive Office of Technology Services and Security, will create an online portal and automated telephone line for residents to report the results of at-home tests for COVID-19, influenza, and other illnesses deemed detrimental to public health. Residents can report up to two tests per day per illness per household member, and the Department will also establish a separate mechanism for institutional reporting, such as from pre-K programs, schools, colleges, and congregate care settings. The Department will use this data to track the total number of at-home tests, positive results, positivity rates, and repeat or duplicate tests. The data will be reported weekly and made accessible to the public and decision-makers. The Department will also provide immediate guidance to those reporting positive results, including instructions for follow-up and accessing treatment.
