This bill amends Chapter 94C of the General Laws to provide an alternative to criminal penalties for the possession of controlled substances. The bill requires individuals who violate the possession law to participate in a needs screening to identify health, employment, housing, food, and legal service needs. The screening is to be conducted by trained professionals using evidence-based, trauma-informed practices, and prioritizes the individual's self-identified needs. Upon completion of the screening within 45 days, the citation will be dismissed, and no legal findings will be made based on the issued citation.
