This bill establishes a self-defense exception to the prohibition on the secret interception of wire and oral communications. Specifically, it allows private individuals who are a party to an encounter to secretly record the encounter if they have a reasonable fear that the other party intends to physically harm them, another person, or themselves, and they are not employed by or acting under the auspices of a law enforcement entity.
