This bill amends the definition of "consistent with local needs" in Section 20 of Chapter 40B of Massachusetts law, which relates to affordable housing and the preservation of community water resources. The new definition allows local requirements and regulations to be considered consistent with local needs if they are reasonable in light of the regional need for low- and moderate-income housing, the number of low-income persons in the affected city or town, and the need to protect the health and safety of the proposed housing's occupants or the town's residents, as well as to preserve the municipal water supply or the region's natural water resources and open spaces. The bill also provides specific criteria for when such requirements and regulations shall be considered consistent with local needs.
