This bill authorizes the courts in the Commonwealth of Massachusetts to establish a system of juvenile restitution. It requires the court to make reasonable efforts to ensure that restitution is made to the victim of a juvenile offender. The court can order the juvenile to repair, replace, or otherwise make restitution for damage or loss caused by their wrongful act, and may impose fines in limited amounts. Restitution can be made a condition of release, placement, or parole by the juvenile court. In appropriate cases, the court may order the juvenile to make restitution directly to the court in the form of financial payments, which will then be turned over to the victim. The court can also issue orders necessary for the collection of restitution, such as garnishments, wage withholdings, and executions.
