This bill establishes the Executive Office of Structural Racism, to be led by a Secretary of Structural Racism appointed by and serving at the pleasure of the Governor. The office will have the authority to coordinate, analyze, and develop strategies and policies for advancing racial equity across state agencies, identify laws and rules that have perpetuated structural inequality, review proposed legislation for its potential impact on communities of color, and study the disproportionate impact of incarceration and the criminal justice system on people of color in Massachusetts. The office will have access to records from state agencies and the ability to publish its findings without prior approval.
