This bill establishes a special commission on mobility pricing to investigate, study, and make recommendations on the development and deployment of comprehensive and regionally-equitable public transportation pricing, roadway pricing, and congestion pricing. The commission will consist of 15 members appointed by the governor, including experts in transportation planning, tolling systems, transportation financing, traffic congestion, and climate change, as well as representatives from various transportation organizations. The commission will examine physical, technological, legal, and other issues related to roadway pricing, propose specifications for toll gantries, advise the Massachusetts Department of Transportation on roadway pricing scenarios, and provide estimates of costs, revenue, and traffic forecasts. For public transportation pricing, the commission will study commute and demand patterns, fare structures, and service levels, and provide similar estimates and analysis. The commission may also propose additional revenue sources and strategies to meet the state's emissions reduction goals, and make recommendations on distributing the raised revenue. The commission is required to file a report with its findings and recommendations, including up to 5 mobility pricing plan scenarios, by July 1, 2025.
