This bill modernizes and streamlines the contributory retirement appeals process by dissolving the Contributory Retirement Appeal Board (CRAB) and transferring appeals to the Division of Administrative Law Appeals (DALA). Under the new law, any person aggrieved by a decision or action of a retirement board or the Public Employee Retirement Administration Commission can file a written appeal with DALA within 180 days. DALA must hold a hearing within 180 days and issue a final, binding decision within 180 days after the hearing. The bill also includes a transition rule allowing all cases pending before CRAB on the effective date to be decided by DALA, with the option to appeal DALA's decision to the Superior Court.
