This bill amends Section 25 of Chapter 151A of the General Laws to modify the provisions related to unemployment compensation and labor disputes. The key changes include: (1) removing the 30-day waiting period for unemployment benefits if the labor dispute is caused by the employer's failure to comply with an agreement or contract, including a collective bargaining agreement; (2) allowing individuals who become unemployed during the negotiation of a collective bargaining contract to receive benefits until the strike begins; (3) clarifying that the payment of regular union dues or assessments shall not be considered as participating in or financing a labor dispute; and (4) preventing employers from denying benefits to employees who are ready, willing, and able to work under the terms of an existing or expired contract during a lockout, unless the employer can show the lockout is in response to repeated and substantial damage or threats of damage to the employer's property.
