This bill amends Minnesota Statutes to modify the provisions governing automobile self-insurance. Specifically, it prohibits the insurance commissioner from canceling or denying self-insurance authority to a cooperative organized under chapters 308A or 308B that submits a negative net funds flow statement, as long as the cooperative has working capital that is at least three times the amount of the self-insured authority it retains. The purpose of this change is to provide more flexibility and stability for cooperatives that choose to self-insure their automobile coverage.
