This bill amends Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes to create a new offense of "Kidnapping of animals." The bill makes it a criminal offense to intentionally, knowingly, or recklessly take, sell, or purchase dogs, cats, equine animals, swine, or cattle for resale, use in a laboratory, or animal fighting. It also makes it an offense to intentionally, knowingly, or recklessly take or carry away a dog, cat, or equine animal without permission for a special or temporary purpose. The offenses are graded as either a felony of the third or second degree, or a misdemeanor of the third or second degree, depending on the specific circumstances.
