This bill amends the General Laws of Massachusetts to require that the state's operating budget include the necessary appropriations to fund all incremental cost items for collective bargaining agreements between the University of Massachusetts Board of Trustees or the Board of Higher Education and their employees. It also excludes Massachusetts public higher education employees paid by student fees, tuition, or state appropriations from the group of public employees whose fringe benefits, including pensions and health insurance, are the obligation of the commonwealth.
