This bill requires the Department of Transportation, in collaboration with the Department of Public Utilities, to conduct a study on improving road repair methods after excavation by utility companies, private contractors, or others. The study will recommend ways to improve road repair, identify barriers to enacting uniform repair procedures or regulations, and examine the feasibility, costs, and benefits of implementing uniform procedures to ensure all public ways are repaired to equal or better condition and improve road repair in the Commonwealth. The findings of the study and any actions taken must be reported to the relevant legislative committees by July 1, 2024.
