This bill aims to fund the transition to electric vehicles by imposing certain registration fees on eligible vehicles. Specifically, it establishes an additional fee on the registration of new passenger vehicles with a final sales price of $60,000 or greater, except for plug-in hybrid electric vehicles with an all-electric range of 25 miles or greater and battery electric vehicles. The registrar, in consultation with the Department of Energy Resources, will determine the size of the fee for each eligible vehicle model based on factors such as the final sales price, weight, and any other criteria deemed necessary to promote equity and ensure the fees do not unduly burden low-income residents. The fees collected will be deposited into the Electric Vehicle Adoption Incentive Trust Fund to support the transition to electric vehicles.
