This bill prohibits public utility and ratepayer funding of clearcutting forests and woodlands. Specifically, it requires the Department of Energy Resources and Department of Public Utilities to amend rules, regulations, and tariffs to disqualify any solar facility from qualifying for incentive programs if it is larger than 500kW, was not approved before January 1, 2023, and is located in priority habitat areas, areas of critical environmental concern, or on forest land. The bill includes exceptions for facilities located on brownfields, landfills, buildings, or previously developed land.
