This bill proposes to amend Chapter 40 of the General Laws to allow municipalities, water districts, wastewater districts, and stormwater utilities to collect a reasonable fee to be used exclusively for measures to remedy and offset the environmental impacts of new or increased water withdrawals, sewering, wastewater discharges, and stormwater discharges. The fees collected would be deposited into separate "Sustainable Water Resource Funds" for drinking water, wastewater, or stormwater, and the principal and interest would be expended by a designated board, commission, or official without further appropriation. The funds could be used for various water conservation, water return, and water loss prevention measures, and could also receive monies from public and private sources, including the federal government, fines, and penalties.
