This bill, known as Kelsey's Bill, requires mobile phone providers and in-vehicle security and communications service providers to immediately disclose the location of a user's telecommunications device to law enforcement agencies in order to respond to emergency calls, assist in missing person investigations, or address situations involving the risk of death or serious harm. The bill also requires these providers to submit their emergency contact information to the Executive Office of Public Safety and Security, which will maintain a database to facilitate requests from public safety departments. The bill provides legal protections for the providers when acting in good faith, and directs the Executive Office to promulgate regulations for the administration and enforcement of this new law.
