This bill aims to promote American manufacturing by requiring state and municipal agencies or authorities to give preference to materials and goods manufactured in the United States when making contracts for the construction, reconstruction, alteration, repair, improvement, or maintenance of public buildings or works. The bill provides exceptions where the application of this requirement would be inconsistent with the public interest, the materials and products are not produced in sufficient quantities or quality in the United States, or the inclusion of domestic material would increase the project's cost by more than 25%. The bill also includes provisions for public notice and comment on any waiver requests and penalties for intentional violations, such as falsely labeling goods as "Made in America."
