This bill aims to improve transparency and accountability in correctional facilities. It does this by: 1) Ensuring that incarcerated persons have the right to confer with news media representatives without restrictions, including unimpeded, confidential in-person visitation and video conferencing, as well as unmonitored and confidential telephone communication. 2) Requiring correctional facilities to provide information about media access on their websites and to incarcerated persons upon entry. 3) Prohibiting retaliation against incarcerated persons for communicating with news media representatives. 4) Mandating the collection and quarterly publication of detailed data on the use of force in correctional facilities, including the number of incidents, injuries, and types of force used, broken down by various categories. 5) Requiring the collection and quarterly publication of data on use of force complaints, investigations, and outcomes, including a list of officers found to have used excessive force or been untruthful in investigations. 6) Giving incarcerated persons and their representatives the right to obtain records related to use of force incidents involving the incarcerated person. Overall, this bill aims to increase transparency and accountability around the treatment of incarcerated persons, particularly in terms of the use of force by correctional officers.
