This bill establishes fossil-free fuels pilot programs. It allows gas companies to apply to the Department of Public Utilities for approval of pilot projects to develop utility-scale renewable natural gas and/or renewable hydrogen. The department may approve cost recovery for these pilot projects if they demonstrate the technical and economic potential of these renewable fuels and have a reasonable likelihood of significantly reducing greenhouse gas emissions. The department must ensure transparency and validity of the pilot outcomes through a third-party evaluation. The bill defines "renewable natural gas" and "renewable hydrogen" for the purposes of these pilot programs.
