This bill, the Plant Biostimulant Act of 2023, amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to provide a consistent definition for plant biostimulants and exclude them from regulation under FIFRA. The bill defines a plant biostimulant as a substance, microorganism, or mixture that, when applied to seeds, plants, or growth media, acts to support a plant's natural processes independently of the biostimulant's nutrient content, thereby improving nutrient availability, uptake, or use efficiency, tolerance to abiotic stress, and consequent growth, development, quality, or yield. The bill also directs the Secretary of Agriculture to conduct a study on the types of and practices using plant biostimulants that best achieve various soil health and agricultural sustainability goals, such as increasing organic matter content, reducing atmospheric volatilization, and promoting nutrient management practices.
