This bill makes several changes to higher education finances in Florida. It requires the Board of Governors to develop regulations for university boards of trustees on procedures for contracting for professional services and construction projects. The bill authorizes state universities and Florida College System institutions to waive out-of-state fees for student-athletes receiving scholarships, and revises the list of authorized expenditures that can be included in a university's carry forward spending plan. Additionally, the bill increases the cap on annual remuneration for state university and Florida College System institution administrative employees from $200,000 to $250,000, and applies certain construction contracting techniques used by school districts to Florida College System institutions as well.
