This bill amends House Bill 138 to revise provisions regarding primary elections at which presidential candidates are nominated. The key changes are: 1. It adds language to the definition of "primary election" to include the purpose of "allowing voters to express their choice of candidate for nomination by a political party for president of the United States." 2. It establishes a process for candidates to file a declaration of candidacy and pay a filing fee to participate in the presidential primary, and allows political parties to opt-out of participating in the presidential primary. 3.
