This bill, the Preparing and Resourcing Our Student Parents and Early Childhood Teachers Act (PROSPECT Act), aims to expand access to infant and toddler child care for students at community colleges and minority-serving institutions, and to grow, diversify, and strengthen the workforce pipeline of highly effective infant and toddler child care providers, especially in communities of color and infant and toddler child care deserts. It establishes competitive federal grants for eligible entities (community colleges, minority-serving institutions, or consortia) to conduct planning, provide access to free high-quality infant and toddler child care, expand the supply and quality of community-based child care, and launch or expand early childhood educator preparation programs. The bill also makes changes to the Child Care and Development Block Grant program to improve eligibility standards and increase federal matching payments for child care, and requires outreach to students about the dependent care allowance for federal student aid.
