This bill directs the North Carolina Department of Health and Human Services (DHHS) to conduct a statewide analysis of doula support services, including their availability, provider diversity, and standards for attestation, training, and certification. DHHS is also tasked with developing coverage and reimbursement options for commercial insurers and Medicaid to consider. The bill requires DHHS to submit a Medicaid State Plan amendment to the Centers for Medicare and Medicaid Services to add coverage for doula services, including antepartum, intrapartum, and postpartum services, effective July 1, 2024. The bill also appropriates $500,000 in non-recurring funds to DHHS to make necessary changes to the Medicaid system and enroll new providers of doula services.
