This bill repeals and adds to existing law to revise the process for the division of certain single countywide highway districts into commissioner subdistricts. Specifically, it requires counties with a population of more than 200,000 people to divide their countywide highway districts into seven commissioner subdistricts by January 1, 2024, with the subdistricts required to align with incorporated city boundaries to the maximum extent possible. The bill also establishes rules for the election and terms of the commissioners, requiring them to be elected from and reside within their respective subdistricts. The bill further provides for a transition period to the new subdistrict system, with some existing commissioners serving as transition team members. The bill takes effect on July 1, 2023.
