This bill requires the Secretary of the Army to carry out a pilot project to establish a Civilian Cybersecurity Reserve. The purpose of the Civilian Cybersecurity Reserve is to enable the Army to provide manpower to the United States Cyber Command to preempt, defeat, deter, or respond to malicious cyber activity, conduct cyberspace operations, secure information and systems of the Department of Defense against malicious cyber activity, and assist in solving cyber workforce-related challenges. The bill sets out the criteria for eligibility, application, and selection of individuals to the Civilian Cybersecurity Reserve, as well as provisions for security clearances, implementation, project guidance, and reporting requirements. The pilot project is set to terminate after four years, and no additional funds are authorized to be appropriated for the purpose of carrying out this Act.
