This bill, the Railway Safety Act of 2023, aims to enhance safety requirements for trains transporting hazardous materials. It directs the Secretary of Transportation to issue regulations establishing safety requirements for trains not subject to high-hazard flammable train rules, including provisions for advance notification and information sharing, reducing blocked crossings, and setting standards for train length, weight, consist, route selection, speed, track maintenance, and other safety measures. The bill also requires the Secretary to review and update rail car inspection requirements, mandate the installation of wayside defect detectors, and establish minimum freight train crew size safety standards. Additionally, the bill increases maximum civil penalties for violations of rail safety regulations, accelerates the phase-out of older DOT-111 tank cars, and provides funding for hazardous materials training for first responders and the development of safer tank cars.
