This bill makes several changes to laws protecting and aiding victims of crime in North Carolina: 1. It allows the Department of Public Safety to deliver sex offender verification forms to the Division of Prisons instead of mailing them, if the offender is serving a sentence of more than 24 months. It also allows out-of-state offenders to petition for termination of their 30-year registration requirement in the district where they were convicted, rather than their current county of residence. 2. It removes the 72-hour reporting requirement for victims to receive certain information from law enforcement and expands the grounds for denial or reduction of victim compensation awards. 3. It expands rental protections for victims of attempted homicide or household members of homicide victims, in addition to existing protections for victims of domestic violence, sexual assault, and stalking. 4. It creates a privilege for communications between victims of homicide and victim assistance center agents, with limited exceptions. 5. It allows ex parte domestic violence protective orders issued by magistrates to be extended in duration upon approval by a district court judge. The bill aims to improve support and protections for victims of various crimes in North Carolina.
