The bill requires the ATF to provide the applicant with the relevant National Instant Criminal Background Check System (NICS) transaction number, allow the applicant to appeal the denial, and permit the applicant to provide information to prevent any subsequent erroneous denials or delays. Additionally, the bill mandates the timely processing of firearm transfer and manufacturing applications, requiring the ATF to approve applications if a decision is not made within 90 days. The bill also directs the Government Accountability Office and the Department of Justice Inspector General to report on unresolved NICS inquiries and the administration of NICS checks, respectively, and requires the ATF and the FBI to establish a memorandum of understanding regarding the processing of NICS inquiries.
