This bill authorizes the Department of Labor to establish the "Michael Enzi Voluntary Protection Program," which encourages employers to implement comprehensive safety and health management systems. The program includes requirements for hazard assessments, prevention and control programs, employee participation, and safety training. Participating employers undergo onsite evaluations but are exempt from programmed inspections. The bill also directs the Department of Labor to develop monitoring and performance measures for the program, and provides for a smooth transition from existing voluntary protection programs.
