This bill, the Reporting Efficiently to Proper Officials in Response to Terrorism (REPORT) Act of 2023, requires the Secretary of Homeland Security, the Attorney General, the Director of the Federal Bureau of Investigation, and the head of the National Counterterrorism Center to submit an unclassified report to Congress within one year of completing an investigation into any act of terrorism that occurs in the United States. The report must include the facts of the incident, identify any gaps in homeland or national security that could be addressed to prevent future acts of terrorism, and provide recommendations for additional measures to improve security. The agencies may withhold information that could jeopardize an ongoing investigation or prosecution, but must still submit a report with the remaining information. The bill defines "act of terrorism" and "appropriate congressional committees" and will sunset after five years.
