This bill requires certain information and analysis to be included in the governor's executive budget and the General Appropriation Bill. Specifically, it amends existing law to: 1. Require the official forecast to include projections for the current fiscal year, the ensuing fiscal year, and the two fiscal years following the ensuing fiscal year, as well as estimates of money available from fees, self-generated revenues, and dedicated funds for each of those years. 2. Require the executive budget to include a summary and analysis of whether sufficient revenues are projected to cover the projected costs in the two fiscal years following the ensuing fiscal year. 3. Require the General Appropriation Bill to include an appendix listing the total recommended appropriations from the state general fund and dedicated funds for the ensuing fiscal year and projections for the two fiscal years following the ensuing fiscal year, with adjustments for inflation and estimated increases in workload. 4. Require the preamble of each General Appropriation Bill to contain the information required in the new executive budget summary and analysis. These provisions are intended to provide lawmakers and the public with more comprehensive and forward-looking financial information to inform the state's budgeting process.
