This bill appropriates a total of $34,666,000 to the Division of Occupational and Professional Licenses for fiscal year 2024. * **Administration:** $3,864,500 from the State Regulatory Fund. * **Building Construction and Real Estate:** $17,527,400 from the State Regulatory Fund, $881,900 from Miscellaneous Revenue/Industrial Safety Fund, $591,800 from Miscellaneous Revenue/Logging Fund, and $204,300 from the Federal Grant Fund. * **Occupational Licenses:** $3,997,100 from the State Regulatory Fund. * **Health Professions:** $7,599,000 from the State Regulatory Fund. * **Licensing Information System:** Reappropriation of up to $6,054,000 from the State Regulatory Fund for nonrecurring expenditures related to procuring a licensing information system. The bill also authorizes up to 267.20 full-time equivalent positions for the fiscal year and exempts the Division from certain program transfer limitations, allowing unlimited transfers between programs within the appropriated funds, except for transfers between different funds which require legislative approval. The Division must report on fund balances by December 1, 2023, and present plans for adjustments if balances exceed 125% or fall below 30% of the five-year rolling average of expenditures.
