This bill, the Eliminating Barriers to Rural Internet Development Grant Eligibility Act or the E-BRIDGE Act, amends the Public Works and Economic Development Act of 1965 to establish a high-speed broadband deployment initiative. The key provisions of the bill include: defining "broadband project" and "eligible recipient" for the purposes of the initiative, allowing the Secretary to provide grants for broadband projects, requiring consideration of geographic diversity and underserved markets in reviewing grant applications, allowing the Secretary to require that title to any real or personal property acquired or improved with grant funds be vested in a public partner or eligible nonprofit organization, and permitting the Secretary to provide credit towards the non-Federal share of the cost of a broadband project for the present value of allowable contributions over the useful life of the project.
