This bill: - Requires the Director of the Department of Health and Human Services to prescribe a framework for the electronic maintenance, transmittal, and exchange of electronic health records, prescriptions, and health-related information, including standards for networks and technologies that allow patient access and interoperability. - Requires governmental entities, health care providers, insurers, pharmacy benefit managers, and other insurance administrators to maintain, transmit, and exchange health information electronically in accordance with the Director's regulations, with some exceptions and delayed timelines for compliance. - Authorizes regulatory bodies to take corrective action or impose administrative penalties if notified by the Department that a licensed provider or insurer is not complying with the electronic health information requirements. - Expands immunity from civil or criminal liability for health care providers who transmit, access, utilize, or disclose electronic health records in accordance with the law. - Requires the Director to apply for federal authority to provide prenatal, labor, and delivery coverage under the Children's Health Insurance Program for uninsured individuals due to immigration status, and makes an appropriation for this purpose. - Creates the Medicaid Outreach Advisory Committee to advise on outreach to and enrollment of marginalized or underserved communities in Medicaid and CHIP. - Requires studies by the Joint Interim Standing Committee on Health and Human Services on various topics related to Medicaid, digital health, and health data.
