This bill aims to secure environmental justice in the city of Boston. It amends the existing Chapter 665 of the Acts of 1956 to require the Boston Zoning Commission, in consultation with the state Environmental Advisory Council, Public Service Corporations, and environmental justice advocates, to promulgate zoning rules and regulations governing the review of proposals by public service corporations and the standards for environmental justice enforcement within the City of Boston's building code. The bill also empowers the Building Commissioner to suspend or rescind permits, licenses, or authorizations associated with any use or proposed use that would impede the attainment of environmental rights or prevent the implementation of Environmental Justice principles. The Commissioner is required to submit an annual report summarizing the enforcement process, number of complaints, any disparities, and information about repeat offenders.
