AI Summary

This bill amends the Pennsylvania Municipalities Planning Code to provide for potentially impacted municipalities and further requirements for approval of plats and completion of improvements or guarantees prior to final plat approval. It also provides for developments of regional significance and impact, and further specifies the jurisdiction of zoning hearing boards and other administrative proceedings. The key provisions include: - Requiring notification to contiguous municipalities when a proposed subdivision or development may constitute a development of regional significance and impact, and allowing those municipalities to request an impact analysis. - Establishing timelines and requirements for review of plat approvals, including allowing the review period to be extended if an impact analysis is required. - Adding a new Article V-B on "Developments of Regional Significance and Impact" that sets out definitions, the scope of the article, and requirements for impact analyses, mitigation plans, and municipal review and determination of such developments. - Granting zoning hearing boards exclusive jurisdiction to hear and render final adjudications on applications for proposed land developments under the new Article V-B. The bill aims to enable a more comprehensive and coordinated review of developments that may have significant regional impacts, in order to evaluate and mitigate those impacts.
