This bill requires the Secretary of Homeland Security to implement a strategy to combat the efforts of transnational criminal organizations to recruit individuals in the United States via social media platforms and other online services. The bill defines key terms such as "covered service" and "covered operator," and requires the Secretary to submit an assessment describing the use of these services by criminal organizations for recruitment and other illicit activities. The bill also mandates the creation of a National Strategy to Combat Illicit Recruitment Activity by Transnational Criminal Organizations on Social Media and Online Platforms, which includes proposals for improved cooperation between the government, law enforcement, and social media companies, as well as activities to facilitate intelligence analysis and law enforcement efforts. Additionally, the bill requires the Secretary to designate a recipient for voluntary reporting of information related to criminal recruitment on online platforms and the dissemination of that intelligence to federal, state, local, and tribal entities.
