This bill requires the Massachusetts Department of Public Health, in consultation with the Bureau of Substance Addiction Services, to conduct a study on the circumstances and effects of administrative discharges of patients from substance use disorder treatment programs. The study will examine the standards used by treatment programs to determine when to conduct an administrative discharge, the options available to patients after such a discharge, and the applicability and effectiveness of regulations related to the coordination of care and management of discharge planning for administrative discharges. The department must report its findings and recommendations, including any proposed legislation, to the legislature by December 31, 2024.
