This bill amends Section 39M of Chapter 119 of the Massachusetts General Laws to consider a parent's purposeful action to avoid proper service of court documents related to the custody or legal status of their child as neglect and abandonment for the purposes of a special findings determination. However, the bill provides exceptions where a parent lives outside the U.S., in a rural area, or in any other location where proper service is not possible. In cases where in-hand service and publication are not feasible, the bill allows for electronic notification as an acceptable alternate service.
