This bill aims to provide consumer protection and regulate private utility lines and poles. It amends the General Laws to require the Department of Public Utilities (DPU) to initiate proceedings to replace a residential ratepayer's private electricity lines, poles, and equipment with the supplier's own infrastructure, upon the ratepayer's request. The bill also mandates that electric bills sent to retail customers must include a notice if they are using private utility lines, and it requires the DPU to establish a pro-rata maintenance fee reduction for residential customers who own and maintain their own private utility infrastructure, in consultation with the Attorney General's Office of Ratepayer Advocacy.
