This bill requires the Massachusetts Department of Public Health to create an assessment tool to quantify the health impacts and costs of emissions associated with grid electricity and delivered fuels, as well as the benefits of energy conservation, energy efficiency, and renewable energy in the Commonwealth. The tool will analyze factors such as particulate matter, sulfur oxides, nitrogen oxides, carbon, carbon dioxide, and mercury emissions, and their impact on health measures like premature death, cardiovascular events, chronic bronchitis, asthma, and others. The department must update the tool every 3 years and ensure that any new or revised policy, regulation, or program of the Commonwealth that impacts polluting emissions explicitly factors in the tool's output. The department must submit the assessment tool and explanatory materials to the state legislature and relevant executive offices within 12 months of the bill's effective date.
