This bill amends the Consolidated Farm and Rural Development Act to provide additional assistance to rural water, wastewater, and waste disposal systems. The bill allows the Secretary of Agriculture to provide grants, zero-percent interest loans, or one-percent interest loans to eligible entities, which are rural water, wastewater, or waste disposal facilities that can receive assistance under existing programs. The Secretary can also forgive principal or interest, modify loan terms, or refinance existing loans for these eligible entities, particularly if they are located in disadvantaged or economically distressed areas and need assistance to maintain public health, safety, or order, or to address financial hardships.
